“Going green” creates green in Port St. Lucie
Honeywell was selected by Port St. Lucie (PSL), Fla., for $7.1 million in facility and infrastructure improvements to trim the city’s energy use and greenhouse gas emissions. Through an energy savings performance contract, Honeywell will reimburse the city if the actual returns fall short of the estimates, plus PSL expects the project to generate nearly $3 million beyond the guaranteed savings.

- Port St. Lucie (PSL) is Florida’s 9th largest city, with a population of 166,000 covering an area of 116 square miles.
- PSL is on Florida’s east coast, halfway between Miami and Orlando.
- Port St. Lucie has over 170 city facilities and infrastructure systems.
The Problem
- PSL faced shrinking budgets, growing expenses and facilities that needed infrastructure improvements.
- PSL needed to save on energy costs so money could be redirected to other projects.
- PSL was looking for energy improvements that would not only pay for themselves, but potentially generate positive cash flow.
- PSL had a commitment to reduce its greenhouse gas emissions.
Honeywell Solution
- Honeywell surveyed more than 150 city facilities and infrastructure systems and developed a plan to implement more than 15 energy conservation measures for PSL. This work is expected to cut electricity consumption by almost 5.4 million kilowatt-hours per year — enough to power 460 homes on average. The subsequent reduction in carbon dioxide is equivalent to taking more than 730 cars off the road.
- Honeywell guarantees savings of $17 million through a 15-year energy savings performance contract and will reimburse the city if the actual returns fall short of the estimates. In addition, PSL expects the project to deliver nearly $3 million beyond the guaranteed savings.
- Honeywell will build a cooling plant to provide chilled water to City Hall and two other buildings that are part of the main municipal complex.
- The plant will include an ultra-efficient frictionless chiller that will replace several aging units that currently serve the complex.
- Honeywell will upgrade lighting in more than 40 PSL facilities and parks.
- Engineers will add controls that allow PSL personnel to better manage heating, cooling and lighting systems, among other enhancements.
“It’s nice to say you’re going green, but it’s nicer to get green back,” said Port St. Lucie City Manager Greg Oravec. “We’re in the same position as other municipalities across the state and country, trying to do more with fewer resources each year. Anytime we can cut millions in unnecessary expenses, make critical improvements and return cash to the budget, it’s an absolute victory for the city and taxpayers.”
